CBHN’s Virtual Behavioral and Mental Health Conference, “Hidden Crises—Stress, Mental Health & Brain Health in the Black Community,” aims to educate, inform, and empower stakeholder’s and individuals who are committed to protecting and expanding behavioral healthcare access in California to address health disparities and promote equitable healthcare solutions. Dr. Curley Bonds

Curley L. Bonds, M.D., oversees all clinical practices for the Los Angeles Country Department of Mental Health (LACDMH) in his role as Chief Medical Officer.

Dr. Bonds is a board-certified adult psychiatrist with extensive experience in a variety of clinical, academic and research settings. Prior to his current position, he was the Chair of Psychiatry and Behavioral Medicine at Charles R. Drew University School of Medicine in Los Angeles and the Medical Director for Didi Hirsch Mental Health Services. His areas of expertise include healthcare disparities, cross cultural psychiatry, psychosomatic medicine, and collaborative healthcare.

Dr. Bonds is a Distinguished Fellow of the American Psychiatric Association and a Fellow of the Academy of Consultation-Liaison Psychiatry. He is a past president of the Southern California Psychiatric Society and the recipient of their 2018 Distinguished Service Award.

He completed his B.A. in sociology at Emory University and earned his M.D. from Indiana University School of Medicine.

Dr. Clark Harvey received a B.A. in psychology, from Cal Poly Pomona, and a M.S. in community counseling and Ph.D. in counseling psychology from the University of Wisconsin-Madison.

While pursuing her Ph.D., she was licensed as a Professional Counselor and practiced in community and hospital settings in Wisconsin for 5 years. She completed a pre-doctoral internship at USC’s Childrens Hospital Los Angeles and a post-doctoral fellowship at UCLA’s Mattel Children’s Hospital.

Dr. Clark Harvey was a Social Justice Fellow at the Center for Policy Analysis where she researched the mental health provisions of the Affordable Care Act. She was a Science and Technology Fellow at the California Senate where she worked as a fellow and then Principal Consultant in the Senate Business, Professions and Economic Development (BPED) Committee. She served as the Chief Consultant to the Assembly Committee on Business and Professions before transitioning to the California Behavioral Health Association where she served as the Director of Policy and Legislative Affairs before her appointment to the CEO. She also serves as the Executive Director of the California Access Coalition.

Dr. Clark Harvey was appointed by the California Lieutenant Governor to the CIRM Board, and is an appointee to SAMHSA’s Advisory Committee for Women’s Services. She is a Board member of the National Council for Mental Wellbeing, California Association of NonProfits and is a past Board member of the American Psychological Association, Association of Black Psychologists, First 5 California Advisory Committee, Sacramento Children’s Coalition and Sacramento County Public Health Advisory Committee. She is an alumna of the Nehemiah Emerging Leaders Program and an American Leadership Forum fellow.

Dr. Shacunda (pronounced Sha-KON-da) Rodgers is a licensed clinical psychologist practicing in Sacramento, California. In her private practice, she provides individual, couples, and family psychotherapy. Her clinical interests include treating people with depression, anxiety, relationship problems, trauma, and grief & loss.

In addition to her private practice work, Dr. Rodgers is also the founder of Melanin Meets Mindfulness, a wellness-based program dedicated to teaching the principles of mindfulness, while centering the experiences of African-American women in the process. The mission of Melanin Meets Mindfulness is to create safe emotional spaces for African-American women to tap into their inner wisdom, guided by the principles of mindfulness: nonjudgment, compassion, and embracing the moment as it is. This wellness program offers mindfulness groups, workshops, seminars, wellness retreats, and trainings for groups and organizations.

In another area of serving her profession, Dr. Rodgers also serves on the California Board of Psychology (BOP). Appointed in November 2019 by Governor Gavin Newsom, she currently serves as Vice President, Chair of the Budget Committee, and the Outreach and Communications Committee, and is a member of the Disaster Preparedness Committee, formed in response to the COVID-19 pandemic.

Additionally, she writes a self-care and wellness column for the quarterly BOP newsletter.

In 2020, Dr. Rodgers founded a nonprofit organization, Holding Space, whose mission is to improve the emotional health and wellbeing of people of African descent by providing a wide range of services and community offerings that are holistic, culturally competent, trauma informed and strength based. Its mission to heal race-based trauma comes at a critical time in our nation’s history, and seeks to address the link between oppression and mental health using the lens of “heart-centered, liberation-focused” care. Launched in the Sacramento community in April 2023, at Holding Space, we
believe that culture, community, and compassion are the medicines that heal.

In terms of educational background, Dr. Rodgers attended Vanderbilt University in Nashville, Tennessee, where she received her Bachelor’s Degree, with Honors, in Psychology. She obtained her Ph.D. in Clinical Psychology at the University of Tennessee, Knoxville. She completed her pre-doctoral internship through the Yale School of Medicine at the Yale- New Haven Psychiatric Hospital, and her post-doctoral training took place at The University of California, Davis Medical Center, in the Department of Psychiatry.

When she is not working, you can find Dr. Rodgers spending time with her husband and trying to keep up with her 2 very active sons, reading, or sitting on her meditation cushion, sneaking in a moment of peace wherever she can find it.

Tina Armstrong, Ph.D., is a licensed clinical psychologist and the CEO of Living Connected Psychological, Inc., a company dedicated to the flourishing of Black women. Living Connected provides holistic wellness solutions that encompass mental health services, wellness courses, and retreats specifically designed to meet the unique needs of professional Black women who face chronic stress. As a community psychologist, Dr. Armstrong is committed to enhancing the quality of life for Black women and their communities. She believes that effective interventions for Black women do more than support the individual—they also act as conduits for creating, sustaining, and improving communities. As a former associate professor of clinical psychology at Fuller Seminary, her work integrates her passion for mental health, community well-being, and spirituality, driving forward impactful research and practical solutions for holistic wellness.

Kris Bennett is tasked with running three global initiatives at Movember. He is the Global Director of Health Equity Initiatives, Global Director of Personalized Cancer Care, and Director of Men’s Health in North America at Movember, where he leads international efforts to close gaps in men’s health equity with an eye towards prostate cancer outcomes and men’s mental health in historically and intentionally excluded communities. A former professional athlete turned global health equity and nonprofit leader; he is also a committed mental health advocate in Black communities across the country. Kris holds a dual master’s degree in public health and social work and a master’s degree in management from Durham University in the UK.

Dr. Monica Caffey

Dr. Monica Caffey is a nationally recognized mental health advocate, educator, consultant, and trailblazer in the field of behavioral health. With over 19 years of dedicated experience, she has made an enduring impact both locally and globally in the mental health and wellness landscape. Known for her strategic leadership and unwavering commitment to equity, Dr. Caffey has advanced culturally responsive practices in education, public health, and policy.

She currently serves as the Academic Program Director and Professor for the Master of Arts in Counseling Psychology Program at National University, where she mentors future mental health professionals through a lens of social justice and cultural competence. Her influence extends far beyond the classroom — she is the former Chair of the Behavioral Health Commission for San Bernardino County’s 4th District and a longstanding member of the California Behavioral Health Planning Council, where she has served as Chair of the Legislative Committee and Chair of the Housing and Homeless Committee.

Dr. Caffey has been appointed to the Black Health Equity Advisory Committee by the California Department of Public Health and sits on the Diversity Network Committee for the Society for Prevention Research. She also contributes her expertise to the Chaffey Joint Union High School District Mental Health Taskforce, addressing critical needs in youth mental health.

In recognition of her exemplary work, she received the 2023 Cultural Competence Leadership Award from the San Bernardino County Department of Behavioral Health. In 2024, she was again recognized for her leadership and appointed to the Black Health Equity Advisory Committee.

A published author and dynamic speaker, Dr. Caffey has presented her research and insights at both regional and national conferences. Her research focuses include the impact of social stigma on communities of color in accessing mental health treatment, suicide prevention, and youth mental health within educational systems.

As the Founder of the Women of Action, Dr. Caffey leads with purpose and compassion, uplifting communities through education, empowerment, mental wellness, business development, and entrepreneurship.

She is a proud member of Alpha Kappa Alpha Sorority, Inc., and the National Coalition of 100 Black Women – Los Angeles Chapter, continuing her legacy of service and sisterhood through leadership and advocacy.

Rhonda Smith

Rhonda currently serves as the Executive Director of the California Black Health Network. She previously served as the Executive Director of the Life Serve Youth Foundation and as the Interim Executive Director for Integrative Medicine for the Underserved (IM4US). Prior to this role, Rhonda served as the IM4US Board President-elect. Before her tenure with IM4US, Rhonda was the Consultant/Project Director for the LiveHealthy OC Initiative, a three-year initiative that transformed the model of care of a network of FQHCs from a disease-focused treatment model to a prevention and wellness model to provide a whole person care approach.

Before the LiveHealthy OC Initiative, Rhonda served as the Consultant/Statewide Project Manager for the Susan G. Komen® Circle of Promise California Initiative, an intensive four-year effort to identify evidence-based strategies to decrease the high mortality rate of African American women diagnosed with breast cancer, and address disparities at the system, community, and individual levels.

Rhonda has also consulted on an NIH/NCI funded breast cancer survivorship research study at the Sylvester Comprehensive Cancer Center in Miami targeting the diverse population of Black women in the South Florida community. The study focused on evaluating the impact of stress management and wellness education on survivors who were within twelve months of competing treatment. Her responsibilities included marketing, PR, community outreach and recruitment, and facilitating the study’s ten-week health and wellness education program to the control group cohorts.

Prior to her health disparities consulting experience, Rhonda worked in sales, marketing, learning and development consulting, and business management, with companies such as Eli Lilly and DuPont. Rhonda has broad international consulting experience and managed client engagements and projects on 5 continents and in more than 20 countries for companies such as GE, Office Depot, Johnson & Johnson, Bristol Myers Squibb, Glaxo SmithKline, Abbott Laboratories, Novartis, Rolls Royce, and Xerox Corp.

Rhonda earned her MBA in Marketing and Operations Management from the Colgate Darden School of Business at the University of Virginia and her B.S. Degree in Civil Engineering from Virginia Tech. Rhonda served the Mission Integration Chair for the American Cancer Society 2012 Making Strides Against Breast Cancer Walk and a member of the Baptist Health South Florida Breast Center’s Patient and Family Advisory Council. Rhonda is a Leadership Charlotte alumnus, Past-Chair of the Board of The Women’s Fund of Miami-Dade, and a past CEO Forum member of The Commonwealth Institute South Florida. Rhonda served on the 2007 NFL Super Bowl Special Events Committee, and in 2006 was named one of South Florida’s “25 Most Prominent and Influential African-American Women” by Success South Florida Magazine.

George Woods, MD, LFAPA

Dr. George Woods is a licensed physician specializing in neuropsychiatry and consultation-liaison psychiatry, with over 39 years of clinical, forensic, and leadership experience. His work focuses on neurodevelopmental disabilities, acquired neurocognitive disorders, psychiatric manifestations of medical illness, ethnopsychopharmacology, trauma, neurophilosophy of technology, and workplace safety. He has assessed and treated thousands of patients with traumatic stress, intellectual disabilities, brain injuries, mood and psychotic disorders, and complex co-morbid conditions.

Educated at the University of Utah School of Medicine and trained at Pacific Medical Center in San Francisco as Chief Resident, Dr. Woods also completed an APA/NIMH Fellowship in Geriatric Psychopharmacology, establishing one of the first combined medical/psychiatric units in the U.S. His expertise integrates neurology, psychopharmacology, neuroanatomy, sleep medicine, and cross-cultural psychiatry.

He holds leadership roles including Chief of Clinical Innovation at Felton Institute, Chief Scientific Officer at Crestwood Behavioral Health, and board positions with Roots Community Health, Stanford University Medical Partners Health Alliance, and Cal-Pep. His global trauma work includes post-bombing recovery efforts in Kenya and Tanzania, assessing boy soldiers in Uganda, prison mental health initiatives in Malawi, and presentations to the Pakistani Supreme Court, UNESCO and the U.S. Congress among others on trauma and human rights.

Dr. Woods has provided his clinical expertise to diverse startups organizations, including DeepSleep, NewLevelWork, Grrithm, and Forefront Telemedicine.

A published author, educator, and Life Fellow of the American Psychiatric Association, Dr. Woods has served on faculty at UC Davis, Morehouse School of Medicine, and UC Berkeley School of Law. He continues to lead innovations in neuropsychiatry, neurophilosophy of technology, trauma-informed care, and forensic mental health worldwide.
